Nostulk
Deep in the southern end of the northeastern mountains of Celeria, is the Barbarian nation of Nostulk. A human settlement within the harsh, snowy high mountains, where strength is prized above all else. The Nostulk barbarians are ruled by a High King, and throughout the generations they believe in only taking care of their own and taking what is needed to survive. There is no place for the weak within the barbarian kingdom, and with this rule in mind, the barbarian armies became a force to be reckoned with.
Before the Great Sphere appeared, Nostulk engaged in a bloody conflict with their dwarven neighbors of Thorum, with the intent on gaining possession of all the mines within the high mountains. However, even with their might, Nostulk continued to end at a stalemate with Thorum in the war. Then, the Great Sphere appeared and the war came to a halt. The barbarians, caring little about the Sphere, were regrouping and recovering their losses, intent on striking again. However, Nostulk had to rethink their position as a peace treaty between all the other nations was signed to strengthen their resources. Not wishing to make an enemy out of the entire land of Celaria, the barbarian high king reluctantly signed the treaty.
200 years have passed, and the Barbarian Kingdom continue their traditions, though keep to themselves, rarely seeking any sort of assistance from the power of the sphere. No magic is practiced within Nostulk, but from time to time, some of the barbarians will offer their services in exchange for goods to keep their cold kingdom thriving.
Races: 95% are human, the remaining 5% is a mix of other races that are most likely slaves. The majority of the barbarian culture is quite prejudiced to other races, and really, anyone that isn't of their kingdom.
Laws: There isn't much in the way of laws - If a barbarian wants something another has, he may challenge the other to 1 on 1 combat for the right - which includes a mate. That's not to say there aren't female warriors, as both genders will be looked upon fairly if they provide a show of strength. As such, Strength is Law, with ruling class being of 'some' exception.
