Kingdom of Talrissia
Before the Great Sphere appeared, Talrissia was a mighty Empire, focused on the development of all magics in the now frozen wastelands to the south. At one point, the frozen lands was a lush, healthy land. But the city fell, and the apparent cause was the horde of monsters, with only a small group of survivors fleeing. The Sphere is thought to be a possible cause of the monster hordes appearing, and to this day they continue to conduct raids. The mages that did escape were able to to sell their services, especially when it came to research of the Sphere and providing the tools to refine the boundless magic that came from that Sphere. Eventually, the mages were able to make claim to a small town, and expand upon it.
Eventually, it was rebuilt as a Kingdom, with a surviving noble building the city as a monarchy and claiming it as a kingdom. As the years went by, the city grew and grew. Once again, Talrissia was a major city for magic research and advancement, as well as a healthy business for trading overseas, holding dominion over the port cities further east. The city upholds the peace treaty, as do the other nations. The city is run by King Cyrus Belnades, his bloodline one of the only surviving nobility of Old Talrissia. However, his family holds a dark secret.
Races: 70% of the population of Talrissia is human, while the rest of the population is elven. Three languages are considered common in Talrissia - Basic, Elven, and New Talrissian. New Talrissian was established and derived from the old language when the kingdom was first established, and many natives speak it.
Laws: Basic, civilized laws, though some nobility will earn some leeway. A bit more on the peaceful side, though extreme actions could result in execution. Unlike Telnasa and some other established areas, combat to settle dispute is not allowed.
Monsters: While Telnasa somewhat tolerates the presence of a sentient, behaved monster, Talrissa does not. They are not allowed in the city whatsoever. This is due to years of aggression from monster raids from the south, and other clans in the region. While some raids don't have a specific target, there are many that are especially aggressive in Talrissian territories, thus stoking the ire for prejudice against beings that are of monster and demonic heritage.
